Water Infrastructure and Resilience
Investing in water is investing in resilience.
Our Water Infrastructure and Resilience work helps communities tap capital they’ve never accessed before—such as State Revolving Funds, Environmental Impact Bonds, and federal dollars—to build climate-resilient water systems.
We help partners identify and build investable pipelines of water infrastructure projects, with a focus on clean water, stormwater management, and sustainable land use. And we structure financing programs to efficiently flow capital into projects that achieve multiple water quality and resilience goals.
We don’t just advise—we train local leaders, structure deals, and stay involved until the project moves forward.

Client Testimonials
“We’ve worked with Quantified Ventures on an impact bond to finance climate resilience and infrastructure investments in New Orleans. We’re re-imaging our mission and operations to meet the needs of today and tomorrow. We need to finance an enterprise that makes a series of community-centered climate infrastructure and resilience investments over a long period of time. QV has been an integral partner for us in working through the jigsaw puzzle of funding and financing these investments.”
“I have been working with water and wastewater utilities as a technical assistance provider before the State Revolving Loan Funds were established and while I thought I had adequate knowledge of the state Intended Use Plans, I learned a great deal through my participation in Quantified Ventures SRF Academy. Having received feedback over the course and following the completion of the course from my staff located over a seven-state region, it is clear that our participation in SRF Academy was an extremely beneficial use of our time and resources.”
“The Climate Access Fund developed a replicable financing model for a community solar project located on the rooftop of a school in a lower-income, underserved community in East Baltimore, MD, which we intend to replicate. Quantified Ventures helped us craft a plan to apply our model to multiple sites, thus using our public and philanthropic resources to leverage private capital for the benefit of low-income communities across the state and beyond. Their work product is right on target, delivered in a timely fashion, and by terrific people.”
