RFP Purpose
Quantified Ventures (QV) is soliciting proposals from a qualified engineering firm to serve as a subcontractor partner in the delivery of asset management planning services for small municipal wastewater treatment facilities (WWTFs) in Vermont’s Lake Champlain Basin.
This opportunity is for one firm to provide technical expertise in wastewater infrastructure assessment, asset planning, and municipal engagement as part of a team led by QV. Work will be contingent upon final project approval and funding.
Scope of Work
Under the direction of QV, the selected firm will support the following:
Conducting field-based asset inventories and condition assessments
Developing GIS-based maps and infrastructure datasets
Performing risk assessments and failure analysis for WWTF assets
Preparing five-year capital improvement budgets and funding strategy recommendations
Participating in municipal meetings and final plan presentations
Coordinating with statewide asset management training efforts
Each asset management plan is expected to include:
Level of service goals and performance indicators
Inventory and condition data for priority assets
Lifecycle cost analysis and maintenance recommendations
Risk prioritization and repair/replacement schedules
Financial planning with rate analysis and capital improvement planning
QV will lead overall project management, outreach, and coordination with municipal and state partners. The selected firm will collaborate closely with QV throughout plan development and delivery.
Minimum Qualifications
At least 5 years of experience with wastewater infrastructure or municipal utility planning
Demonstrated ability to deliver asset management plans aligned with EPA or state standards
Strong familiarity with rural or small-system municipal contexts
GIS proficiency and ability to deliver data in state-compatible formats
Availability to begin work in Fall 2025
Vermont Professional Engineer (PE) license preferred
Proposal Requirements
Interested firms should submit:
Cover Letter (1–2 pages) summarizing interest, approach, and qualifications
Relevant Project Experience (up to 3 examples with client, year, scope)
Key Personnel – Resumes or bios of project lead(s) and technical staff
Cost Proposal – Hourly rates or a blended rate for anticipated labor categories
Availability and Capacity
Approach to the Work – A short (4-page max) description of how your team would approach asset management planning for small, rural WWTFs in Vermont
Evaluation Criteria
Proposals will be evaluated based on the following weighted criteria (100 points total + 5 possible bonus points):

Demonstrated experience with wastewater asset management planning and small-scale municipal WWTF systems, with emphasis on direct engagement with multiple Lake Champlain Basin communities.

Current or recent work with municipalities listed in the Program Overview table; demonstrated trust and familiarity with system conditions and local decision-makers.

Effectiveness and clarity of the proposed approach for supporting asset management planning in small, resource-constrained towns; includes sensitivity to municipal bandwidth and culture.

Qualifications of team, ability to support the project timeline, and familiarity with rural Vermont wastewater contexts.

Clarity and competitiveness of pricing relative to proposed scope and available staffing.

Demonstrated ability to deliver in State-compatible formats (Geodatabase, Shapefile, ArcGIS Online).
