Jean Devlin

Associate Director & Watershed Coordinator, Texas

Jean brings nearly a decade of experience in the Texas environmental industry to Quantified Ventures. Most recently she served as a Regional Water Planner at the Texas Water Development Board. In this role, she actively managed four regional water planning contracts ranging from $320K to 1.8M and assisted Regional Water Planning Groups in navigating the water planning process.

Prior to serving as a Regional Water Planner, Jean worked for various environmental consulting firms and assisted clients with navigating complex environmental permitting processes and NEPA compliance. While at HDR Engineering Inc, she developed environmental scope, complex budgets, and project schedules for water, wastewater, and transportation projects. She has provided expert advice and acted as a liaison between clients and regulatory agencies for projects located in Texas, Louisiana, Oklahoma, Georgia, and Wyoming.

She also served as a Natural Resource Specialist at the Texas Water Development Board and assisted various applicants with navigating state and federal level environmental review processes, including projects funded by the Clean Water and Drinking Water State Revolving Funds. In this role, she actively worked alongside cultural resource management, environmental, and engineering consultants as well as representatives of governments at the state, local, and federal levels.

Jean currently resides in Austin, Texas with her two dogs, Minnow and Grindy. Jean serves as a liaison for local wellness studios and non-profit organizations offering housing assistance for neurodivergent individuals with autism. She enjoys spending time outside exploring the greenbelt, traveling, and finding amazing food around the city.
