Jay Manning

SRF Associate

Jay was the initial Clean Water State Revolving Fund (SRF) coordinator for the Rhode Island Department of Environmental Management and served in that role until his retirement in late 2021. During his 31 years with the program, in conjunction with the RI Infrastructure Bank, the Rhode Island Clean Water SRF (CWSRF) was an innovator in both the expansion of project eligibilities and financing vehicles. Examples include using CWSRF to finance the closure of landfills and the acquisition of open space for source water protection, and the development of programmatic financing for large municipal borrowers.

In addition to his CWSRF duties, Jay also managed state grant programs that provided assistance to public and non-public entities for stormwater and non-point source projects, and wastewater treatment facilities to implement climate resilience measures. He also conducted environmental reviews for the RI Drinking Water SRF program.

In addition to his work with Quantified Ventures, Jay also is a part-time conservation manager at a wildlife refuge where he is a popular leader of bird watching and other nature walks.
