Ashley Lucht

Senior Director, Community Finance

Ashley brings nearly 20 years of experience working with small municipalities on a variety of infrastructure investment projects. Much of her career has been spent in Vermont’s Drinking Water State Revolving Loan Fund, helping small volunteer municipal governing bodies develop their managerial and financial capacity. She focused specifically on budgeting and user rate analysis, in addition to calculating non-revenue water and how to address it.

Most recently, Ashley’s work with Vermont Bond Bank brought her back to many of those same municipalities as they sought access to capital markets to finance their infrastructure projects. She continued to advise municipalities on budgeting and user rates, in addition to strategizing on long-term funding plans to achieve their capital planning goals.

Ashley has also been involved in Vermont’s Drinking Water Week committee for almost 17 years, acting as chair for 16 years. The committee organizes an annual artwork contest and fair for 4th, 5th, and 6th grade children in Vermont.

Prior to her tenure in public service, Ashley worked as a driller’s helper on subsurface site investigations using a hollow stem auger and geoprobe combined drill rig. She also did hazardous waste clean-up on sites throughout New England.

Ashley enjoys playing ice hockey, tackling the endless list of home improvement projects, and working on joining Vermont’s 251 Club.
