David brings years of experience working with governments and private companies to create stronger, safer, healthier, and more prosperous communities. As Managing Director, he drives the legal and financial aspects of Quantified Ventures’ innovative transactions.
David joined Quantified Ventures from Telesis, a national affordable housing and community development firm, where he served as General Counsel. His work there focused on partnering with investors, state and local governments, nonprofits, and community leaders to create transformative developments and attract new capital to highly distressed urban neighborhoods. In addition, as President of Telesis CDE, he oversaw all aspects of the company’s New Markets Tax Credits investments.
Prior to Telesis, David was a lawyer in private practice in Washington, DC, advising state and local governments on municipal finance transactions, governance issues, and securities and other regulatory matters, and representing public agencies and private firms in housing, healthcare, project finance, and energy transactions. He started his career at the U.S. Department of Housing and Urban Development, where he worked on civil rights, fair housing, and fair lending enforcement and policy.
He lives in Bethesda with his wife and two children. He enjoys fantasizing about backpacking, cycling, and fly fishing like his colleagues do on the weekends, but chooses instead to spend his time standing on the sidelines at his kids’ sporting events. (Which, for the record, he also enjoys.)
