Quantified Ventures is an impact investing and advisory firm. We identify, due diligence, and structure financial transactions to deploy impact capital to stimulate innovation and scale proven social and environmental solutions. We operate in two related issues areas: Environment and Health.

The large and growing market for impact investment capital is challenging the former notion of a trade-off between financial and social returns. WHAT WE DO

Quantified Ventures serves innovative organizations in the social, public, and private sectors as advisors in identifying, assembling, and structuring impact investment transactions, primarily through outcomes-based financing. We advise nonprofit organizations and private social enterprises with a demonstrated track record and evidence of program outcomes in preparing for and securing impact capital. We help governments, health plans, health systems, and public agencies align payment with the achievement of outcomes. Lastly, we work with impact investors to optimize their capital deployment strategies to maximize social and financial returns.

Leveraging our own tri-sector experience, we believe that moving the needle on the biggest social challenges will be driven by collaborative leadership from public, private and social sectors. Most critically, we bring an intense focus on transaction efficiencies and scalable investment products; we believe this will be core to enabling a self-sustainable impact investing market.

Our Health and Human Services team focuses on channeling investment across a range of  issue areas (e.g., homelessness, food insecurity) that profoundly affect, but are not currently financed through healthcare spending. We work with for-profit and nonprofit service providers, Medicare and Medicaid health plans, risk-bearing health systems, large employers, and governments to design and execute outcomes-based financing projects, from due diligence through project close, including:

  • Prospect due diligence: Analyzing business operations, target markets, working experience, growth strategy, and other areas before determining whether to work with a prospect.

  • Feasibility assessments: Ensuring stakeholder readiness to participate in outcomes-based contracts, and driving towards alignment on issue area, intervention, population, scale, outcomes, and other important project parameters.

  • Regulatory and compliance analysis: In the government-sponsored healthcare space, ensuring that financial transactions are fully compliant with State and, in some cases, Federal regulations is vital in mitigating investor and project risk. Through value-based purchasing or other creative mechanisms, ensure payments are allowable.

  • Project management and contract / transaction structuring: Moving multiple stakeholders through our methodology while being attentive, responsive, and flexible to their individual needs is a requirement to efficiently structure a transaction. 

  • Evaluation design: We help determine the desired level of rigor to evaluate the effectiveness of the project. Managing the independent evaluation designer to project timeline and expectations is expected.

  • Financial modeling and outcomes pricing: We develop the budgets required to enable scale and project success, and then layer on projected outcomes, timelines, outcomes effect sizes, and projected cost savings, leveraging payor historical data to establish baselines.

  • Capital raising: We help our clients develop growth plans, prioritize and reach out to potential impact investors, and advise on term negotiations with the goal of raising the required capital to scale interventions and social impact.

  • Post-project launch management: Once the capital is secured, the project begins. While much of Quantified Ventures’ work is related to structuring investable projects, there is a large role that we play in ensuring the ongoing success of the project by managing the contract and evaluation model, while knowing when to adjust course to maximize the likelihood of achieving outcomes.

 

ROLES AND RESPONSIBILITIES

As a key member of the Quantified Ventures team, the Director of Health and Human Services will support efforts to build a profitable, outcomes-based financing enterprise that drives unprecedented levels of new capital to help address serious and persistent population and public health challenges in the US. The Director will help to devise and execute a strategy for direct target market growth, and actively support sales and business development. S/he also will support marketing strategy, product development, and client service delivery. Responsibilities in 2019 include:

  1. Lead or support the development of deal partnerships and structuring workstreams, including cost-benefit analysis, financial modeling, performance contracting, and overall project development for a range of Health and Human Services projects.

  2. Manage existing and cultivate new relationships with prospects and partners, and train, mentor, and oversee junior members of the team.

  3. Contribute to achievement of health sales and revenue targets by:

    • Identifying and developing revenue-generating strategic partnerships and business development opportunities for the Health and Human Services team; and

    • Identifying and prioritizing targets for sales and business development.

  4. Deliver exceptional value to clients and partners, resulting in deal development and new work by:

    • Serving as Project Executive and/or Project Manager on 2-3 client projects and transactions to ensure effective delivery and transaction closure;

    • Maintaining regular contact with, deepening relationships with, and helping to problem-solve on behalf of key clients and partners; and

    • Supporting other health team members in delivering high-quality services and products.

  5. Advance organizational and team-specific brand and thought leadership through:

    • Development of high-quality work products and marketing collateral;

    • In-person and virtual speaking engagements, and;

    • Authorship of blog posts, white papers, and other brand building publication opportunities.

  6. Contribute to the effective operation of and communications within the Health and Human Services team, and company-wide.

  7. Contribute to the development and oversight of company-wide processes and operations, and provide support in HR and hiring for the Health and Human Services team.

 

QUALIFICATIONS

Director candidates should have:

  • At least 8 years of direct health, human services, and/or healthcare industry experience in the areas of finance, economics, business management, strategy, or related field;

  • A graduate degree (MBA, MPH, MHA, and/or MPP) (preferred);

  • Recent experience working with or for health plans, hospitals, health systems, or related entities;

  • Proven successes in sales and business development functions;

  • Recent experience working in Medicaid / Medicare for a State or health plan;

  • Experience in plan product design, population health, and alternative payment models;

  • Experience brokering, managing, and maintaining focus amongst multi-sector partner projects and teams;

  • Ability to identify, develop, and manage against key business drivers to measure growth, profitability, expenses, efficiency, and productivity;

  • Experience translating financial models and forecasts into actionable, understandable recommendations and guidance for leadership teams;

  • Strong quantitative and qualitative research skills, and an aptitude for critical thinking and complex problem solving;

  • Strong people and program management skills, with practice navigating complex projects and partner relationships;

  • Excellent written and oral communications, and top-notch listening skills;

  • Deep understanding of social and non-medical determinants of health, and familiarity with promising interventions;

  • Ability to manage multiple and competing projects, and work both independently and collaboratively as part of a team;

  • Experience in managing strong teams of thoughtful, creative, passionate, analytical, diverse, hard-working, and independent-minded professionals;

  • Ability to manage the work of others in a way that leverages the strengths of each team member, unleashes their full potential toward the advancement of client objectives, and fosters an environment of collaboration and shared success;

  • Willingness and ability to express contrary views and seek consensus against other priorities such as time and budget constraints;

  • An ability to bring humor, curiosity, joy and humility into this groundbreaking work, and;

  • Passion for advancing the outcomes-based financing field.
