David brings 25 years of experience with governments and private companies facilitating investments to create stronger, safer, healthier, and more prosperous communities. As Managing Director, he drives the legal and financial structuring aspects of Quantified Ventures’ innovative transactions.

David joined Quantified Ventures from Telesis, a national affordable housing and community development firm, where he served as General Counsel. His work there focused on partnering with state and local governments, nonprofits, and community leaders to create transformative developments and attract new capital to highly distressed urban neighborhoods. As President of Telesis CDE, he oversaw all aspects of the company’s New Markets Tax Credits investments.

Prior to Telesis, David was a lawyer in private practice in Washington, DC, advising state and local governments on municipal finance transactions, governance issues, securities and other regulatory matters and representing public agencies and private firms in housing, healthcare, and energy transactions. He started his career at the U.S. Department of Housing and Urban Development, where he worked on civil rights and fair housing enforcement and policy.

David has a Masters in Public Administration from Harvard’s Kennedy School of Government and a J.D. and a B.A. from the University of North Carolina. He lives in Bethesda with his wife and two children and enjoys backpacking, fly fishing, and hiking.
